UPDATED: Comment Period Reopened Through June 11, 2021
BOEM is making two technical corrections to the Revolution Wind Notice of Intent (NOI) to Prepare an Environmental Impact Statement (EIS) and is reopening the comment period. The corrections were published in the Federal Register. The comment period will close on June 11, 2021.

On April 30, 2021, the Bureau of Ocean Energy Management (BOEM) published a Notice of Intent to Prepare an Environmental Impact Statement (EIS) for Revolution Wind’s Proposed Wind Energy Facility Offshore Rhode Island.
The Notice of Intent initiates a 30-day public comment period. During the public comment period, BOEM will host three virtual scoping meetings where the public can learn more about the Construction and Operations Plan (COP), ask questions, and provide oral testimony.
BOEM’s scoping process is intended to identify what should be considered in the Revolution Wind COP EIS. Throughout the scoping process, there will be multiple opportunities to help BOEM determine the important resources and issues, impact-producing factors, reasonable alternatives, and potential mitigating measures that should be analyzed in the EIS.
The three virtual meetings will be held on the dates and times below.
- Thursday, May 13, 5:30 p.m.;
- Tuesday, May 18, 5:30 p.m.; and
- Thursday, May 20, 1:00 p.m.

Revolution Wind’s proposal includes:
- Construction and operation of an offshore wind project with a total capacity of up to 880 MW.
- Installation of up to 100 turbines, up to two offshore substations and up to two export cables
- Monopile foundations for turbines and offshore substations.
- Port of Galilee, Rhode Island, identified as the location for an onshore operations and maintenance (O&M) facility.
